It's not an apology, because it had been propositioned a long time before the war. The war simply gave them an excuse to do it. People who happened to be Jewish (note that I am not blaming Jews in general) had a lot of money and thus controlled a lot of private industry in Western governments, giving them a lot of power. As these people were thus intrinsically allied to the West, it serves the interest of Western countries to give them a base of power in an oil-rich area for colonial expansion.
The Jewish culture is different from both European and Arab cultures - it is independent. It just happens that the state of Israel is allied to major European countries because it serves them.
