Relegated to Field Abilities, every pokemon has one. Throw in things like Sweet Scent, Flash, Dig, Pickup. Make duplicate attacks with same/similar names and effects, have them be level-up or TM moves but with no overworld functionality.

As long as the utility slot is not the only one you can put HMs on, I want that.
I'd hate to waste 4-5 slots on what an HM slave can do with one.

Strength becomes an inverse low kick
Rock smash's def drop moves up to 100% and it removes covert cobblestones

The others are fine already, except maybe rock climb.
