My point is - GF HAD to put the strongest players first to ensure even a modicum of balance later on. If Megas during first wave were to be fitted onto weaker Pokemon, any established meta would be quickly ruined with every batch of those stronger Mega evos.
GameFreak admitted to planning things at least one gen ahead and that most likely governs releases of Mega evolutions and gimmicks associated with them.
Right now the Mega system requires one new item per every single Mega Pokemon released - I hope that they have already planned something to slow down the rise of item quantity to avoid future mess.
