It's probably so Secret Bases have more variety in them than slightly different versions of Brendan and May over and over again.

That said, I wouldn't mind that much if they didn't have it.

it makes sense for npc to be there
if people didnt customise their character, you could end up with several orlandos. to prevent that youd have to have npc's
