Overworld models are different from the ones seen in battle/amie, i'm guessing it's really hard to create 700+ models and scale them to make them fit in the overworld, i'm sure they'll re-add following pokemon one day but for now it's just asking GF too much, i'd rather want them to concentrate on the gameplay

Pikachu says its name because that name is universal, most Pokémon's names aren't. Cries will not be names, not next gen not ever.

I think they are trying to buff Castform by making dynamic weather in the game. OP seems to be curious about how it affects Poochyena in the wild.

do you realise how much times would it take to make models of 721 pokemon? If Nintendo says the game has to be released in a specific data the people who are working on that game cannot start messing around and leave things unfinished when they realise they ran out of time. The game would just end up being an unplayable glitchfest.

Hypothetically, could Gamefreak add downloadable content post-release to add this in?

Say, you can only have your starter follow you in-game at first, and then they add new pokemon models on a phased basis to complete the set.

Not saying GF isn't lazy, but making 700+ 3D models for the overworld ain't a simple task. They have to be lower poly and have smaller textures than in-battle models, and you can't have a computer scale that down or it's going to look terrible. Plus they require walking/standing animations, and the better the graphics the more detail that has to go into animating them.

HGSS got away with this because they only needed 2 sprites for a simple walk cycle, so it only took a total of 6-8 low-res sprites total. I was disappointed that they didn't bring them back in BW/BW2 because I knew that after that it'd be too much work to implement.

And as for it being "too hard", will it ever get easier? No, it won't. Infact it'll get much much harder with the pokedex getting bigger over time. I don't see how it being hard is a valid reason. Time consuming, yes. But it's not like it's going to get any easier over time. When exactly WILL the right time be so that it's "easy" to implement?
