This is the result of nintendo giving into the demands of the fanbase more than anything.
Ivysaur and Squirtle *might* actually be playable in the game as unlockables however, since they did have a much more unique playstyle than any of the previous characters who were removed. This would skew the roster heavily in favor of pokemon, but I doubt anyone would actually complain.
