It'll never get a mega because it was a shitty joke charachter.

You trade a common bird for a super rare one, but it turns out to be the weakest.
It's based on a proverb based on 'beware a duck bearing onions' all about things being too good to be true.

If we got a mega it'd just be an extension of the joke and would be equally gimped.
