I wonder why Litwick is in the Secret Base artwork? Is it just because it's a candle? Or will it be added to the Regional Dex?

I can see it being in the dex since original Hoenn was lacking in both Fire and Ghost Types

Fire - Torchic line, numel line and torkoal
Ghost - Sableye, duskull line and shuppet line
