Raichu isn't the mascot of the entire franchise.

I've always used Raichu over Pikachu. Even with Light Ball Pikachu is shit because it's frail and slower, plus the power difference isn't as large as you'd think considering Raichu can still hold any other item.

It's more of a Water Absorb without the healing involved. Seeing Storm Drain on a Pokémon that is not Water type/based, seems a little out of context.

It's an uneducated and terrible attempt to "balance" them by adding 50 to their worst stats and shoehorning types and moves that dont make sense.

They don't need balancing at all, rather you should play on what they do good or what they could do good if they were egged in the right direction. A Mega Jolteon with 160 speed and Lightningrod would be great enough.
