Heh, I just read about that on bulbapedia yesterday. Yeah, the mother has only the default skin color no matter the color you chose.

I guess your father is supposed to be black if you chose that.

You can still look pretty black with a white parent, it's not unheard of. And the mother in X/Y is already kind of tan, I just figured they made her ambiguously brown so whatever race you chose it didn't matter.
