You are hired by GF to remake their battle system in the upcoming pokemon game.

Your goal:
Create a battle system where nearly all evolved pokemon can have a competing chance with each other. This means that, in this new system, a raticate could potentially win against pokemons like dragonite, mandibuzz, Aegislash, and the likes. This include megas. Legendaries are also included in this, but must have an easier time being strong in whatever way your system allows this. So a Flygon could potentially go toe-to-toe with a Kyogre, but the Kyogre must have a "cheat" factor in the system so that he doesnt require so much effort to be as strong/equal to the very well trained Flygon. They still want the battle-system to be turn based, but you can stretch that definition to your imagination.

Most important; this new system must be as diverse or even more than the current, and no pokemon can be a numerical copy or near-copy of another because you were lazy about designing this new system.

Goal HardMode: In this new system, even pokemon that are not fully evolve can compete equally as if fully evolved and against any other pokemon, if trained well

What you can do:
>Change/add/remove leveling system and all its components such as EXP, IV, EV, etc.
>Change/add/remove any stats
>Change/add/remove any moves and any of their components such as acquisition, categorie (physical, special, or a new one you created), accuracy, pp, power (maybe a new way to calculate altogether)
>Change/add/remove weathers and their components like summoning moves/abilities
>Change/add/remove type interaction (just the interaction, like type effectiveness and resistances, etc). This must be as minimal as possible to not confuse the returning players.
>Change/add/remove Abilities and their components
>Change/add/remove other mechanics that could possibly affect battle like weight,
