Legendaries have been easy as shit to catch ever since Gen 5, regardless of catch rate. I really don't know why, Gen 4 often took a lot of soft resetting to catch legendaries and when Gen 5 rolled around you could usually catch them in 5-10 balls.

Because they made it mandatory to catch them. If they were optional then yeah making them easy would be stupid. But seeing how it's mandatory, why the fuck would I want to waste time with a low catch rate pokemon that I have to get.

Because if not they'll have the same catch rate as before since it didn't change between Gen 5 and 6.

Making it harder to catch adds monotony, NOT challenge.

The safari zone is frustrating, not fun. Not being able to play Pokemon and being forced to throw Pokeballs over and over and over is boring and makes you want to stop playing. Absurdly low catch rate legends are similar. It was bad game design to make them so hard to catch in the first place.

The player wants to feel as skilled as a trainer as everyone in the story says they are. Making them feel the opposite by forcing them to throw dozens of balls at Kyogre is giving them the opposite effect.

tl;dr the game is less fun with stupid low catch rates, not more

This one was a bit annoying especially since I did it fairly early on.

I remember catching Groudon with a Premier ball in Ruby and with a Luxury ball in Emerald. Story required legendaries probably won't have such a low catch rate but other legends (roaming, event that are caught, etc) might.
