It probably won't just because it's a remake, but I'd bet it comes back for all future non-remake games. I doubt the boutiques will return, but there will be some degree of customization for sure.

Because GF often withholds features, it wasn't in the games it's remaking, fashion isn't a staple of the Hoenn region, and they'd need to find room for Boutiques

Don't get me wrong, I want it and it'll likely be in, but it's by no means guaranteed
