Charizard might be overrated, but its two megas are quite dangerous. Y is often found in doubles where it's a threat to reckon with, and X is one of the best physical sweepers in singles. So, not overrated at all.
Lapras has some niches, but ultimately it sucks, thanks mostly to its ice typing.
