hail got nerfed the hardest with the weather nerf, since most of hail's better uses (in singles at least) involved snow cloak and ice body abuse, neither of which due much with a turn limit. you're pretty much left with blizzard spam, except that got nerfed in power and there's hardly any good specially offensive ice types.
really, hail just shouldn't have been nerfed in duration like the other abilities.
