What I'm wondering is how would ORAS deal with the continuity. Emerald has to take precedent over RS since Juan is considered a leader and Wallace a champion in the PWT. If Steven is the only champion in ORAS that'll mess things up

I meant canonically. We know the PWT is canon in that it happened, and that the Champions all fight each other, but it's not explicitly stated who the strongest of them is due to it just being random.

Wallace there during Drought/Rain, Juan is Leader, Steven is champ. Afterward, e4 is closed until a quest is done. After quest, E4 opens for rematches. Wallace is Champ with Mega Milotic. He mentions Meteor Falls. Go there, Steven examining for Mega Stones. Daily Steven rematches in Meteor Falls.

Frontier Brains only have Megas during their Gold Symbol battle. (Random Mega for Factory) . Gym Leaders receive Megas at their final rematch.

The most likely scenario is that he traveled to Kalos and studied mega evolution there and then found out that the Megastones weren't native to Kalos considering that the tower of mastery has been there nearly as long as Mega Evolution has.

Yeah, no. The fact that the red and blue orbs exist mean that GF isn't going to do that.
Otherwise they would have made Umbreon, Espeon, Leafeon and Glaceon evolve by stone or trade by now.
They would have removed Amie for Sylveon in ORAS too.

The megastones are those things, there's no mega camerupt or sharpedo; you battle primal groudon/ kyogre, they go will, and then steven appears and give you the stone.

It's the only way to make steven important in the kyo-don part unlike the original games.
