I can't take Rocket seriously because they were beaten by two different ten year olds on two separate occasions. Giovanni turned his back on them, and the Neo-Rocket leaders were fucking retarded and delusional.
Plasma was interesting. Very simple to manipulate those who wanted peace for Pokemon into working for them, but Neo-Plasma was in my opinion the most threatening in-game. Ghetsis tries to kill you out right, they fired permafrost onto cities (and houses were hit by those blasts). There may very well have been a large death toll from that ship.
Flare is interesting. They're like the Kardashians of evil teams. Completely stupid, care only about public appearances, and yet somehow have this giant network that can easily get shit done.
