That was just Pikachu's power being adjusted. That happens all the time when Pikachu is exposed to a magnet or like the incident with Wattsons's robo Raikou. You can just get any pikachu from the wild and expose them to hose things for the same result.

tldr: Ash's Pikachu is just like any other Pikachu. Not special at all

To be fair, with the show's budget it's pretty much stuck with either CGI or the generic speedline backgrounds the anime thread gets so worked up about. The more dynamic battle scenes have gotten a pretty good reaction from the fans, so I'd say they made the right choice here.
