First, it needs the soothe bell. There's gonna be other people that say 'na it don't' but they're lying. Most people think Chingling just needs happiness and give it a soothe bell anyway but, without the bell 'IT WILL NOT EVOLVE!'
Next up, drug that shit. Give it 10 proteins, 10 carbos, 10 calcium, 10 Zinc, 10 Iron and 10 HP up. These aren't for the EVs you see. What Pokemon never tells you are these drugs elevate the moods of pokemon and, when they OD on them, they appreciate their trainer beacause of the high.
Final step, gotta wait until the sun goes down. This is because Chimecho are pokemon that serve as wards for ghosts and when do ghosts come out? According to pokemon, either in a haunted tower/mansion or...at Night!
So let's summarize this:
1) Sooth Bell Requirement - Pretty much an Razor Claw or Razor Fang for it
2) High as Hell - The more drugs the better!
3)When the sun sets - it's a great night to have a chingling! If Simon Belmont had one, he wouldn't have that pesky curse in C2:SQ b/c it would have been a chimecho!
