They didn't not give it T-Bolt to balance the starter triangle, they didn't give it T-Bolt (or a good movepool of any kind, or a good ability) probably because they hated it, or because maybe they thought it'd be funny.
I know Masuda loves water types but they want too far this time. Delphox is shit, Chesnaught is sort of good but Greninja got one of the best offensive abilities in the game, an expansive movepool, incredible speed (AKA the most important stat,) and now it's a smash character just because.
