Actually, lemme really elaborate on what's cool about Orre; Colosseum is a Pokémon game where at the start of the game, the bad guys have already won. The criminal syndicate Cipher controls the entire region's resources - Phenac City, where the desert region's water is processed, is under Cipher's direct control, the government spearheaded by Mayor Es Cade, who is the Cipher boss Evice in disguise.
Cipher gets to decide who gets water and how quickly, and all that is determined by how much they're willing to pay. And controlling the flow of both water and money mean they get to run Orre however they want; kidnapping, extortion, violence, all done in broad daylight.
The only person who stood up to them was a renegade from a lesser criminal group, a lieutenant from a low level biker gang, who signs his resignation notice with C4 applied directly to their own hideout and rides off on a motorcycle.
