Antlion adults are pretty morphologically similar to dragonflies. Makes more sense than Altaria, who is only part Dragon because of a pun involving its JP name and a star in the Draco constellation.

I can't for the life of me find the source, but I distinctly remember reading that Altaria is likely based on some Asian mythological dragon that resembles a bird and lives in the clouds. I think it started with a P.

Pengs are bird fish, not bird dragons. I'm not sure where the thing about Altaria being a Peng came from, because the oldest recorded Peng story has it develop from a fish. Dragon is nowhere in that tale.

Peng is the bird, the fish it came from is called Kun. A little time on google and I found that Peng have massive wings that are sometimes mistaken for clouds, and are often depicted with a dragon head and whiskers. That's on more sites than just bulbapedia, by the way. All that together must have been good enough for gamefreak to decide Altaria to be dragon type. Sounds like Flying/water could have worked thematically as well, maybe.

I have never seen a picture of a Peng with a dragon head, only fish or bird. The whiskers would come from the fish aspect, not dragon anyway. The fish aspect is crucial; if it doesn't come from a fish it's not a Peng. Neither Swablu nor Altaria resemble a fish. They're giant visual references to The Blue Bird and Epsilon Draco.

Probably a mix of references, like a lot of pokemon. Maybe gamefreak wanted a weaker dragon so people couldn't say dragons get special treatment, and decided Altaria was close enough.
