Probably a thematic thing. The sea was a huge thing in Hoenn, while Sinnoh was more of a mountainous region.

Also, I prefer Rock Climb to Dive due to its increased accessibility. If both were optional I'd much rather have Dive but for a necessary HM Rock Climb is easily the superior choice.

You turn into a mermaid/man and use the Pokémon to pull you along.
