So I never received my Celebi from the pokebank; previous 3ds owner never purchased or claimed it either.
Is there any way to rectify this?
I did claim the initial battle points.

Half the time a person seemed to not get their Celebi, it was because they either didn't realize they had to use Pokémon Link to download the Celebi into their XY game first, or that it would then deposit in the first open space in the PC. So you're sure you've gone through all the steps correctly?
