They made Greninja appeal to kids, made it unique for the metafags, and to make it Lucario3.0 they added it to smash long before they knew how people would feel.
You let GF test out their next Zoroark, and you let them win.
There was a starter war, but not an evolution war. GF designed Greninja's aesthetics to be the most appealing to youths, and it's viability in the meta game greater than the others so it would see more usage. GF knew it would be used the most, there was no coincidence.
The final nail in the Greninja coffin is when it gets 2 megas along with Lucario.
