How come for the most part generation 2 Pokemon are bad/horrible competitively? Of course there are a few exceptions like Azumarill, Scizor, Tyranitar ect, but the rest just seem to be eternal NU shitmons.

The problem is that trey tried too much to make all the Pokémon of this generation balanced if compared to the first generation. However, it was the same gen that introduced Baby Pokémon and started the concept of making different distributions in the BST.

So, that way, a lot of "defensive" stat wise Pokémon like Ledian, Mantine, Skarmory and Jumpluff started appearing, but with a really shit distribution.

Everyone is hating on Gen 2, but let's take a moment to appreciate what it did for us.
The game was a huge stepping stone in the games. It introduced two new types, several new mechanics (like breeding), and allowed you to venture to a whole new region after the elite four, something that no game has done since (excluding heartgold/soulsilver).
The game managed to create a wonderful balance of plot and gameplay, as opposed to Gen 1 which was almost all gameplay (and not very good gameplay at that), and Gen 3 which was almost all plot.

As for the Pokémon, they were all charming. Sure they weren't all competitive monsters, but they all contributed to the relatively lighthearted and progressive feel of the region.

They're not horrible.
Ariados has Sticky Web, Qwilfish has a unique type, and Granbull has some kickass offensive power.

What plot? There was no plot in Gen 2.

Every gen does this. Gen 2 isn't more special cause of this.
