So are we talking about Primal Kyogre. If so, we don't even know if it will need an item like a megastone to be like that, if it's gonna take a turn or not, what its signature move will be, and its stats exactly... Scarfogre might be better.

Also don't pretend Primal Kyogre will have the same play style as regular Kyogre, because it won't be able to use a scarf.
