Quite likely, yes.
I would say Gen 7 will introduce a Kangaskhan counter, but I'm not sure what that would be. Ferrothorn but not weak to Fighting, maybe?

No it wasn't made to counter Garchomp, it was likely made to deal with Outrage spam, which actually worked

Talonflame isn't a perfect counter, but Blaziken has such bad four moveslot syndrome that requiring an extra move to stop Talonflame is still a big problem for it.
Although you could interpret it the opposite way and say that you just can't predict Blaziken's set...
