Cyber Gadget's Save Editor (Save Editor 2's coming also) does let you inject pokemon. A lot of Japanese have already bought it and there's thousands of Hoopas/Volcanions and pokemon with 65335 stats now. All across the net. All gems, all Items, all everything and anything.

Save Editor ONLY works on-
A) Unlocked 3DS's (Modded) aka Region Free
B) Japanese GAMES ONLY/Japanese Carts Only
C) DOES NOT WORK WITH POWERSAVES/GATEWAY SAVES. MUST BE 100% RETAIL.
D) Japanese 3DS Only.
