I don't use Pokemon that have no feet.

Pretty good, although his/her movepool isn't the best. He/she's best offensive moves are Surf/Hydro Pump/Scald, Ice Beam/Blizzard, and Dragon Pulse (not counting Hyper Beam for obvious reasons), which is pretty redundant with Ice Beam/Blizzard.

It's still UU somehow. It's outclassed in every way by other bulky waters. It can't tank hits like Slowbro or Suicune, Swampert and Blastoise have more utility and better offensive presence, and Empoleon has better utility and a significantly better typing.
