Expect ORAS to have a limit 1 Pokemon for each gym leader- their ace. Team Leaders will have 2 Pokemon. The E4 will have 2-3, and Champ will have 4 Pokemon. All ingame trainers will have low leveled early un-evolved Pokemon to ensure you beat the game early as possible.
I for one welcome this change, I don't think anyone wants to be held up in the main game, when people only play the post game.
