You don't understand right? Surf is one of the best moves Pikachu has ever had. Pikachu and Raichu are basically special attackers and Surf helps them deal with Ground types.

The part where it's not going to have good IVs and egg moves among other things and the tourney is NFE mon anyway.
Basically, if you let a single surfing Pikachu determine your battle from the start you just suck and deserve to lose anyway.
