Yeah that would be impossible for GF to do that, i mean it's like giving a pokemon like Aerodactyl a good ability such as Rock Head and not giving it a move like Brave Bird or Head Smash or even worse they could give it a mega with the ability Tough Claws even though Aerodactyl learns no good stab moves to make use of it...

Pinsir learns enough to make use of it, Aerodyctal is the one that doesn't really get anything. Same with Gardivour outside of hyper voice.

Return is available to pretty much every Pokemon that can use TMs. That is a 102 BP move getting a 30% power boost and STAB.
There isn't a single fully-evolved Flying-type that wouldn't be able to abuse Aerilate.
