Weird, i could get my hacked Ditto through the bank and i used one of those sites that randomly generate an hacked mon for you on the GTS.

I guess because of the "met" data, from Gen V there's only one way of getting a ditto, in the wild, and since it's almost impossible to find 6IVs in the wild PokeTransporter just dismisses it as hacked.
From Gen IV, however, it's more ambiguous where you got the ditto, since Gen V's poketransfer doesn't track which out of the possible nine games the ditto is coming from.

that's also why I think it's easier to gen from Gen IV (kind of), there's no HA and poketransfer gives you a clean met location regardless of how bad you are at genning for locations
