Maybe the birds agenda could be to protect the weak and uphold order using their powers. The taboo could be you couldn't harm any one with the powers (unless they are villainous) and you couldn't destroy anything with the powers.

Sounds to much like the the Swords, maybe going with the taboo your agenda could be to prevent destruction of any kind and to keep everything peaceful (taking out criminals and stuff like that).
