Hell, you could bait Mega Aero out and nail with a Dark Pulse on the switch for over half its health. If SR is on the field, that's 75% of its health or more, which by the time you want to use Houndoom, Aero will probably already be lower than that. If non-mega Aero switches in at full health before it mega evolves, it loses 65% of its health on average not counting rocks.
So yeah, Houndoom is still usable.
