It's too much for the 3DS to handle contests for all the Pokémon, so we going to have Pikachu-only contests instead, and to not make it a bummer, they will all be dressed for each category, isn't that great?

I'm pretty sure >>20206404 is lying, so yeah, it seems like these costumes are Pikachu specific, but I'm honestly thinking they'll be either

A) Prizes at Master rank for your Pikachu (as an added incentive to master contests)

B) Just simple costume bonuses for Pikachu that you get when you enter various contest halls, meant to both be like "woo contests are back!" and also just to add something fun to Amie.

There's no evidence that you need to use Pikachu only for contests, merely that the costumes are for Pikachu only.

So its like a special type of thing for Pikachu, but it doesn't mean only Pikachu can enter contests ever.
