Are there any romhacks that just objectively improve the base game? I'm thinking of all pokemon catchable regardless of version (gold/silver etc), legendary pokemon catchable (celebi, mew, etc)

All the romhacks seem to be about "I'm a little special flower and I must create my own region and pokemon and I'll redo the movesets and I'll do new starting pokemon" (and development stops after the third gym)
