The scaling of the size of a substitute doll is proportionate to the Pokémon using it. So, persay, Rotom's substitute would be a great deal smaller than a Mega-Aggron's, as I am assuming is as such with the image. So, yeah, rest assured, it's the oversized Pokémon.

What are some good mons to have Substitute on?
The usual stallers like Gliscor, Whimsicott, Sableye and Klefki are some of the more obvious ones but I don't like to play stall while my other mons typically appreciate having extra coverage or utility.

SubDisable Gengar is also great.
SubRoost Kyurem is pretty decent.
SubTox Gliscor is the standard.
SubSeed Whimsicott.
Anything that dislikes status can benefit from a well-timed sub.

I run a LO Chandelure set with Sub and Painsplit.
You have to really predict correctly when you sub though, cause otherwise you're dead immediately.

anything that can get good coverage in 3 moves and don't have any other good boosting move
anything frail or easily revenge killed
anything with poison heal
anything with focus punch
anything very weak to status

I've seen a lot of people use Substitute on speedy frail pokemon like Greninja and or Jolteon. Usually they'll set up to make sure they could set it up without me attacking them.

It's not really as good as you make it out to be. The only offensive mons that can make it work are extremely scary things that can force a switch when they come out like Mawile, and stuff with massive amounts of health. SubDisable is also a thing because if you're ever able to get a sub up, you can lock out a move that would otherwise fuck you over after eating the damage with the sub. For most offensive mons a boosting move is better.

Most of the offensive powerhouses in the tier can make good use of sub. Aegislash, Zard X, Both landos, thundurus, bisharp, garchomp, gyarados, keldeo, both latis, kyurem, heracross, medicham and of course loads of more defensive pokemon.
