Blizzard had 120 BP, 90% accuracy and a whooping 30% chance of freezing in Gen 1 (though it was brought down to 10% in the western releases) and a freeze was pretty much the same as an OHKO.
Not only ice was the only type besides water resisting that, it was also immune to freeze.
Its weaknesses were fire, fighting and rock. The former two were nowhere to be seen in Gen 1 OU and the only Rock Slide users were Golem and Rhydon, both slow as fuck and OHKO'd by Blizzard.
So for all intents and purposes ice had the best special STAB in the game, resisted it and its only actual weakness was almost irrelevant.
Jynx, Cloyster and Lapras were solid OU, Articuno was BL because of its horrible movepool but many agree it's still good enough to be used in OU and Dewgong was UU only because Lapras entirely outclasses it.
