the rate of being "immobilized by love" is 50%, compared to 25% rate of being "fully paralyzed" from paralysis status, and 50% rate of confusion (which is a temporary condition).
Infatuation lasts until the pokemon faints or is switched out. If attract was to work regardless of gender, the infatuation rate would need to be dropped or there would need to be a turn counter like sleep and confusion
