Stuff only gets b& for being OP or just being unhealthy for the meta. Talonflame is neither of these. It's a frail, fast physical attacker that absolutely need Choice Band to do meaningful amounts of damage. It has numerous checks and counters, it's unreliable at RKing a number of top threats, it's quad weak to rocks, relies on recoil moves, and offers very little defensive utility to a team, aside from its fast Wisp (and the Bulk Up set is kind of cool but it means it's not as good at RKing.)
Talonflame is just not as good as you think it is, stop whining about it. As
