His movie had already come out three years before Brawl. He was popular long before Brawl.

He couldn't be advertising anything, because both his movie and his gen had been out for years.

why did it get a movie tho? you are missing the point. it's just favoritism. making certain pokemon into mascots for marketting purposes while completely ignoring stantler the pokemon who should be in the limelight.

To build hype for the new gen.

People tend to forget that Munchlax and Bonsly were heavily promoted prior to Gen 4 too.

Lucario wasn't Gen 4's only mascot, Munchlax and Bonsly were too.

Lucario's effectively the representative of 3 different generations.

Gen 4 is obvious, Gen 5 was pushing Lucario as practically its mascot by BW2 with the whole ideal of bringing back all the old generation Pokemon along with Zoroark being replaced because it scared kids. Gen 6's biggest thing is mega evolution and Lucario is practically the poster boy of that next to Charizard. Moreso Lucario in the games because Charizard is optional, but Lucario is the tutorial, mandatory chance to join your team, and a Gym Leader uses one herself.

He's practically the third Pikachu by this point
