Have you ever considered that perhaps what you have for the game is not completely set in stone, as much as to develop an actual metagame out of it?
I already warned Haunter and many others about this situation, and of course, they evaded the question, suggestions and erased valid points.
Ever since BW2, Gamefreak and TPCi have been modifying the structure of the games, to the point that you have less and less time to actually get solid info, until a game update with more stuff appears, adding more than justa few moves on pokemon.
To top it off, by having made their game launch, a "simultaneous" launch internationally, gone was the year/year-and-a-half gap that people had before to see how things developed, see usage stats, see actual threats and actual data that had valid info for making a healthy and more stable metagame. Worse is the fact that now they're introducing so much things that could change the concept, with the inclusion of new megas, as well as the missing items, move tutors, maybe new movepools or revamps to some with ORAS.
Now, imagine if they keep doing this until the 3rd Kalos game(s), which could potentially add even more things.
Do you really think the metagame has fleshed out, when it STILL has A LOT to alter it, in these mere 9 months? Of course not.
TL;DR? Smogon should had waited until ORAS or Z/XzYz/X2Y2/whatevs for a better tier management.
At this rate, they'll have to undo a lot of their things and backpedal A LOT, after ORAS and 3rd Kalos games are out.
or ban anything new offered, which would be even worse
