Grass is still pretty worthless as an attacking type unfortunately, though it still makes sense shifting bug's resistance to grass over to ice makes sense too.
I'd have made ice neutral to grass though, given that plant life still exists even in cold climates (evergreens in cold and lichens and algae in extreme cold)
