There's the type that's knitted to have a jagged end, or the type that has loose-looking irregularly sized strands of wool sticking out at the end, and even this type that can only be described as a wool wig, with loose strands all over the hat.
Brendan's hat could be any of those.
If I had to guess, Ken Sugimori figured to reflect a popular hat style they were seeing around without realizing that nobody else outside of japan would figure that was supposed to be a hat.
