If it's the former, I'd consider Landorus-T, which is an overall great mon, has access to U-turn and really powerful Earthquaks which ruin Heatran who walls the fuck out of Scizors not running Superpower
Keldeo is also a viable option as it's really easy to fit onto a team, as it's a great with Specs, but I like to run a Leftovers set because I find myself overpredicting too much of the time
I'd like to say Special LO Kyurem-B aswell, since it handles Mega Venusaur pretty well, which can beat Scizor with HP Fire and can beat Rotom with Giga Drain
I'm not too great at building around Defoggers though, I'd say just run mons which can support it and can benefit from the Defog support

Moltres comes to mind for working in and out of Rain teams (But this is used in VGC, maybe not so much in Singles) as it has STAB Hurricane and Fire Blast/Flamethrower if the Rain stops
As I've said, Keldeo fits really well onto Rain Teams because of Specs Hydro Pump and most other teams for other reasons

It's really fucking powerful
I wouldn't say walls are great since Rain lasts 5 turns, 8 with a Damp Rock
Scizor and Mawile are both pretty good Physical mons in rain, since it nullifies their 4x and 2x weaknesses to Fire, respectively
Kabutops is definitely something you'd want to use aswell
