People complain all the time about the difficulty of finding Feebas.

Fishing is a game of patience. The fact that you have to spend ages in a long stretch of water searching for this fish is the whole point - it mirrors the real-life tedium and long game that is fishing.

Realism does not always make for good gameplay. Imagine if you had to wait 5-10 minutes for the Pokémart employee to get a large order together when you buy something in quantities of 99, or if the flying animation was as long as it would take to get from one place to the other by how the crow flies. Would that be more fun?

But if all we're doing is Fishing Simulator 2003, why wouldn't we just go out and actually fish? Normal in-game fishing already has a short wait period and the chance that you won't catch anything, what does extending the amount of time spent doing so by hours or days improve upon that isn't better spent actually fishing?

thats like saying, "well why not just have the capture rate of all legendary pokemon be as low as bidoof and pidgey, it takes too long to catch them"

You can strategize on how to increase the capture rate for Legendaries via status effects and False Swipe. There's no way to make the tile you're on more likely to house Feebas.
