Japan just got one so we should get one ourselves eventually.

Whenever an HM Pikachu comes out in Japan we always get it as well around up to a year later at most.

I forget - does Pokebank ignore HM moves now?

If so, then only the 5th Gen Flying Pikachu can exist in 6th gen right now

You can't transfer Pokémon with HM moves from Gen 3 to Gen 4 or Gen 4 to Gen 5. The only time you can transfer Pokémon with HMs is from Gen 5 to Gen 6, using Pokémon Transporter.
Otherwise, Surfing and Flying Pikachus would be Gen 6 legal.

Gen 6 flying pikachu is legal - it was given away on dream world for Global and by ANA in Japan (you had to fly in a plane to get it if you're Japanese)

how about being able to teach it to a pikachu?

like in pokemon stadium.

It could even be done the same way but with PWT and a pikachu has to be in your team.

That's what I'd be using it for; you just have to get Surf as a Pichu to learn NP, or have an in-game event where you could teach it to a Pokémon that already has NP.
