Very very few Magikarp ever become Gyarados, but the ones that do turn forests and human settlements into craters, which collect rain water, allowing Magikarp to 'infest' the pond and continue reproducing - They'll never run out of room to breed because the more of them there are, the more Gyarados rip holes into the earth.

They were the only "new/hidden/ORAS exclusive" megas in X and Ys data and theres a half dozen or more. These things take a few months to design - granted they have the concept/movepool down, it would still take some time to finalize a design and stats etc. and then make a 3d model from scratch. They could easily be placeholder data. Remember, we're not even supposed to know they exist yet
